this seems a old thread, but i stumbled across the exact same problems which drove me crazy for a couple of hours, i had the exact same problem, zabbix server could not fetch data and saying connection refused on port 10050... 1111 so i managed to read the logs of /var/log/zabbix/zabbix_server.log
and it was pretty simple straight forward telling me the error.. CacheSize full.... i had 256M on my cache, which runt out.. so i had to increase to 2G.. and all monitoring came back to life after zabbix-server and zabbix-agentd restar via ssh.
so if you have the same issues allways look up for the logs.. they do tell you the error straight forward.
