Proxy Synchronization

What controls the synchronization on the Proxy?

It seems that when I update a setting such as switching a device from monitored to not monitored, it is not reflected on the proxy unless I restart the service which forces the re-download of the configuration. Is there a setting or something that might be turned off in my config that is preventing the config from being downloaded periodically while the service is running?

I see the data being downloaded on startup but never again thereafter.

Search for the "ConfigFrequency" setting in your proxy's configuration file. It controls the frequency at which it synchronizes with the Zabbix server.
The default is once every hour.

When you restart the Zabbix proxy, it would immediately synchronize its config again.
