When using the system.cpu.util[] on linux agents, it seems the return value is always integer. With "Values of specified period", a decimal point is shown with trailing zeroes, but the value is still rounded to integer.
The item is defined as:

Multiplier: Do not use
Store value: As is
The behaviour on windows agents is ok.
