I have a trigger-based action I am using to send an email to two User Groups. The problem seems to be that Zabbix is only sending an email to the first person (listed alphabetically) in each group.
My conditions for this action are that (1) the host is not in maintenance, and (2) trigger value = PROBLEM.
There is a 1-step operation to send a message to 2 zabbix user groups and one Zabbix user.
I've verified that these user accounts have read/write access to the hosts that are alerting.
What's even more strange is that occasionally the action will work as intended and send the email to all users in both groups, but this is very rare.
I have recreated this Action several times, but each time I get similar behavior where not all users in the groups are sent an email.
