mail failed to sent if first/any user don't have media

Hi

I have the default admin (with no media) and one additional user (with a media), but when the action is called to send the email, it simply fails due to the first user(admin) don't have a media.

If I add an media, both users get a mail

status = "not sent"
error = "No media defined for user "Zabbix Administrator (Admin)"

Is this by design or a bug?
