German Language Pack for Zabbix 4.2

Hello, I have already posted my request in the German forum, but haven't received an answer yet. Maybe someone can help me on an international level.
I am a complete Zabbix novice, but I have already read the instructions for setting up the German language in Zabbix 4.0. When I run on my Ubuntu 18.04 shell the command

locale -a

I get a very long list, which also contains the following:

Unfortunately I still can't see German in the profile selection of Zabbix 4.2.
What am I doing wrong?

German translation seems to be hidden by default, as it has a low rate of translation completion. You can change it by setting the file include/locales.inc.php, but there will be many untranslatable strings.
