Custom alertscripts is not working properly

I will suffer from the following problem.
I want to use my own SMS Gateway. On the old zabbixe 2.4.0 I had my sms gw script and it worked. I also set it in a new zabbixe 4.0 write me send but sms does not. I attach the code of this program in the appendix. I had it tagged as file.php.
Can you advise me why it doesn't work? where do i make a mistake?

How did you register as a new media?
It is necessary to specify the parameters explicitly from Zabbix 3.0, did you set it?

Yes, I followed the instructions
Finally, we found out that the problem was in apache, soap was turned off.
