Install on Wheezy db issue

Installing 2.2.4 from the zabbix apt repository with db on remote server. In /etc/dbconfig-common/config I set dbc_remote_questions_default='true' but when I install the server and fronend [apt-get install zabbix-server-mysql zabbix-frontend-php] it pulls in msql, creates zabbix db and populates it locally. It does not ask any questions about the remote db. Am I doing something wrong, is there a way around this?

I'm led to believe that this is a bug in the db install scripts and setting to 'true' is ignored. Can anyone confirm this?
