Always failed with first line using zabbix_sender on windows

I am trying using zabbix_sender to communication with zabbix server on windows 10. But I always get the folliowing error:

There should be no eror in the text file because I copy the first line to the second. Here is the content. I have attached the snapshot to this post.

================================================

I have tried remove the \r\n from the end of the second line, but still sama erorr.
Any idea about it?
