I was able to downgrade successfully at least.

Are you missing some rights on a user that operates on Zabbix database?

the user in the config in my case is zabbix, and during db permission creates it was essentially:
GRANT ALL on zabbix.* to zabbix@localhost identified by 'somepass';

db = mysql
