Web Frontend Broken (text only)

Does anybody have any idea why the web GUI would be text only? I'm not getting any images or CSS. I've attached an image of what I expect the setup screen to look like and what it actually looks like.

I have this problem when I use Firefox or Chrome. When I use an old version of IE, I get the warning about using an unsupported browser, but then it looks okay.

This is a RedHat 6.5 system. I installed the RPMs through Yum. I'm using a MySQL backend.

In case anybody else has the same problem, it was a content-type issue. Apache was serving most of the content up as text/plain. I modified the TypesConfig directive and installed an updated mime.types file.
