Media - Alert not working

im talking about sms and email notification,

each of them work perfectly when click on test,

i have receive email and sms as well without problem.

ive set all status for email and sms, if any status happen, media send email and sms to admin and set permission so logically ive done everything right
ive heck group and user perm and all of them have access to read and right

i see problem occure and zabbix sound start and meet the trigger butt noting send via email or sms

i know many people will have this problem, because ive search a lot and cant found solution.
maybe this happen in new version,
after config setting and set Enable for user and group,
we have to enable again from configurations > actions
