Please can I hope that repo.zabbix.com will be accessible via rsync in several days?
Meanwhile it's pretty weird that the server has port 873 (rsync) open while it rejects connections.
Another option is to add Last-modified header to allow wget for mirroring the site. For without the header wget tends to download the entire site each and every time.
