Down Trigger Firing on Up Status

I have a trigger that checks when a gateway on my pfSense box is down. The problem is that the trigger seems to be firing a lot on 'incorrect' status. This is a link that flaps a fair bit (satellite) but it's firing Down events when it's up. Any pointers/suggestions, please?
