launch external program

my network team want to lauch different program by setting on host on a graph in URL zone a external program or a web link like :
File://C:\WINDOWS\system32\telnet.exe {hostname}
or

https://firewal.local.net:8082

http://iloserver.local.net

it seem not working
but if we set a internal zabbix web link it work

http://server.local.net/zabbix/maps.php?sysmapid=1

why ? It's my configuration not working or it is not implement ?

my networkteam want to click on a icon of a firewall from a map to be redirected to the management http of the firewall in example.
the link was external of zabbix server.
