Webhooks from media types are missing (and others configurations)

I have one zabbix server installation that is being upgraded since 3.2. Since last upgrade (5.0 to 5.2), some problems started.

When I try to add a new media type, there is no "type" webhook to select. And if I try to edit the existing media types, I saw the same problem.

The I tried to go to Administration > General and I saw options like "default language", "default time zone" and "default theme" are empty and there is no options to select.

Someone has any suggestion about this?

I have a similar problem after upgrading from 5.0 to 5.4.2. The error also appears on the user edit form. In php.ini, the zone is set correctly ...
