Zabbix-server is sending problem messages after restart of the service

Hello, iam facing strange problem.
When i restart zabbix-server.service and check the log output, there is going alot of things, its running through old problems for some reasons and even it sends few "fake" alerts which are like many months old.
It is really confusing for users.
Does somebody have and idea what is going on?

did you get any answer elsewhere or get it working for now ?
I'm experiencing the exact same issue.

Zabbix sends the test email fine, but never send email on alerts.
Email are sent after reboot of Zabbix server.
