Database Crash during upgrade?

I ran the zabbix upgrade using the dnf command (we use the appliance). The process seemed to stop when the status was dealing with mysql, it sat there for 6 hours, so I rebooted the machine, and the system will not come up.

When I go to the site, I get the error:

Database Error
Connection Refused.

I'm not sure how to diagnose and fix this issue, Any help on this?

You didn't provide any meaningful information - such as what does it mean "the system will not come up", what you see in logs etc. The more details the higher chance someone will be able to help.
