Tenanting Private Network Maps not working

Zabbix ver 5.4.3

I'm trying to tenant off network maps to specific users. When I set the map to private, it still shows up to someone who shouldnt have access.

For example.

I create a new network map. Configure to private. Select Zabbix administrators.

Then I login as a user who is not a zabbix administrator, and I can see the newly created network map in my maps list.

Update.

I changed my test user to a "user type" - User, previously it was "Zabbix Admin" as I want to achieve a two tier approach for the tenancy.

So it looks like if i make the user type as Zabbix Admin, not a super admin ... and even if the user is not in the zabbix administrators user group..... they then can see maps not belonging to them or shared with them.

I wanted to achieve having a "power user" in the tenancy and a standard user, when you change the role type to "User" many of the options are greyed out as a result .

  with by the owner. Regular (non-Super admin) users can only share with the groups and users they are members of. Admin level users can see private maps regardless of being the owner or belonging to the shared user list. Private maps can be edited by the owner of the map and in case a user/ user group has read-write permissions for this map and at least read permissions to all elements of the corresponding map including triggers in the links.
