The Custom Roles in more recent versions of Zabbix are better but still flawed.
Why can only "Super Admins" access items in the Administration tab? Why can you not allow "Read Only" to things like the "Queue" and "Proxies" tab?
When a Custom Role is created that needs this access, Super Admin is required. This effectively makes restrictions on the Host Groups / Templates, etc meaningless if those checkboxes are enabled for users who have this Role.
Am I missing something?
