Zabbix server cannot contact host after dns failure

Good Morning.
We have a strange situation.
We have a zabbix server (6.2.2) to monitoring about 200 host.
In our network we have 2 Windows 2016 Domain controller and we add 2 Windows 2019 Domain controller to migrate Active directory.
When we stop dns service on 2016 Windows server (or reboot the server) zabbix server stop to contact ALL hosts: the Zabbix message queues fill up.
When we stop dns service on 2019 Windows server nothing is happening and zabbix works fine.
We try to set up a new clean zabbix server with the new Windows 2019 dns and import template and hosts: it works like the old one (so, we have the same problem with Windows 2016 DNS service).
Someone have an idea why?

You know I have Zabbix server fails again and again. still not get Proper answer.

Problem was on server side configuration - SourceIP set - I had localhost when I change it on server DNS it start working.

Thank You very much Greg for support - it point me in correct direction. I would happy buy you a beer but I'm in Sao Paulo now
