value cache in low memory mode, but only after one restart

Running 6.0.10, had a 2G value cache that runs about 15% used. After zabbix server OS patching, zabbix-server didn't restart due to not being systemctl enabled. This wasn't caught for several hours as no one is working this week. After Zabbix was restarted, in about 18 hours, all of value cache was consumed. I increased value cache size to 4G and restarted, After over 24 hours, value cache is still about 7%, which would be back to our prior usage level.

Has anyone seen anything like this before? I feel like I've way over allocated value cache now....

You had long downtime, I suppose your proxies also sent away lots of data and server was pretty busy to consume it all... So extended use of caches is expected. I guess you can reduce it now again, if you fixed startup issues.
