Zabbix 5.4.4 Unable to access WEBUI after reboot

Hello Forum.

I restarted my Zabbix server and after the reboot I am unable to access the web ui.

ERR_CONNECTION_REFUSED

I suspect it is due to folder/file permissions.

All services are running.

Environment:
os debian 10 buster
zabbix_server 5.4.4
zabbix_agentd 5.4.4
mariadb 10.3.38
php 7.3.3-1~deb10u3
nginx 1.14.2


Can you please suggest what may be causing this?

When I browse to port 80, the Apache2 landing page is returned.

When I browse to port 443 (required using self-signed certificate), "This site cant be reached, <ip_address> refused to connect. ERR_CONNECTION_REFUSED" is returned.

The apache2 service is not running but loaded.

The nginx service is running.

The server no longer appears to be listening on port 443, it is listening on port 80.

I discovered the server was no longer listening on port 443 and had dropped its SSL configuration.
