What is the value for setting up the timezone for GMT+0 ?
When I set this value: "php_value date.timezone
Europe/London
", it is picking up as GMT+1.

Europe/London
includes also daylight saving time. That's the reason why it's GMT+1 atm. It'll be GMT+0 during winter.
Use
UTC
(=
GMT+0
) timezone in your PHP setting.
