Set expression to alert on W3SVC down for 60 minutes not right away

We are using the default IIS for the Zabbix Agent template that comes with 6.4.8. We would like to adjust the express to only alert once the service has been down for 60 minutes. The current one goes off immediately

last(/IIS by Zabbix agent/service.info[W3SVC])<>0

How do we adjust this to meet our needs?

All values during 1h have to be above 0.
