Webhook to telegram doesn't work

I have zabbix5-server-5.0.9 on 11.2-RELEASE-p2
Everything works fine (as I can see), except Telegram notifications
When I test it, I see this error:

00:00:00.135 [Debug] [Telegram Webhook] notification failed: Error: cannot get URL: Couldn't use specified SSL cipher.

I've tried to put web part the same version in jail with php72, and in docker with php74 and web version 5.0.40 with ubuntu - same this error.
Can someone explain, what ciphers it trying to use

Forget to mention, that everithing works from cli of all 3 instances with curl
