Value cache memory percent used increase problem between 6.0.18 and 6.0.28

I had value cache under 40% normally. I have upgraded from 6.0.18 to 6.0.28 on 12th of April. The value cache usage started increasing.

Is there others which use 6.0.28 seeing a similar pattern?
Is there a practical way to check what is using the cache?
