Go to https://www.zabbix.com/download and see which components are available for your old operating systems.

Note that since Zabbix has many external dependencies, you cannot expect years-old operating systems to be supported in all possible Zabbix components.

Which OSes support was dropped for is not listed in the "Breaking Changes" [described as "changes that may break existing installations"] section.

the phrases "On Ubuntu 20.04 run:" and "On Ubuntu 18.04 run:" in the middle of the server update instructions strongly imply that you can install the server on those OSes.

If it's true that support for Server on those OSes was dropped then it is abysmally documented.
