Issue with "FortiGate by SNMP" (and possibly other) templates and permissions

We are piloting a distributed deployment of Zabbix, and came across an odd issue I couldn't find represented anywhere else. At least several templates (under Templates/Network Devices) including Fortigate by SNMP and Fortigate by HTTP (we haven't analyzed to see if there are others) can only be viewed by users in the "Super admin role". So to demonstrate, we created a user group with "read-write" permissions to all templates (see screenshots); and also read-write permissions to all Hosts. User accounts added to this group and the "admins" user role cannot see the Fortigate templates nor can they see data in Fortigate devices (more screenshots).

This is the last bug I have to address before our pilot is complete, and hopefully someone out there has some advice on this. Thank you!

I have here one plain 7.0.0 installation with all the default templates installed. I tested it right now... added a "testuser" with admin role, added a "testgroup" with RW permissions to "Templates/Network Devices" and guess what... when opening a "Data Collection" -> "Template"... I can see all templates .. but not the "fortigate" ones..
Then I added (as superuser) that template to a random host (that testuser has RW permissions to that host). And guess what... Template is not visible as assigned in host list... all other templates, assigned to host, are, but not Fortigate one...
So there is something fishy going on .. :P

Thank you for validating; as a newer Zabbix user I was 50/50 sure I was doing something wrong

same here - new user, new system (v7.0) and even though I am super admin I can't see any templates that I have created.
