Zabbix send all notifications to super admins

Hello,
We have an issue with Zabbix, that it send all problem to Zabbix super admins even if they are not set in actions or in groups. Can I turn it off somehow? Because now we get a LOT of emails every day.
I've read something about standart Admin Action rule but I have no idea where to set it or what is it nothing in documentation or something.
Zabbix version: 3.2.5
edit: Also information about send emails is on dashboard but not in Reports - Action log
edit2: Ok problem was probably when we upgraded Zabbix some actions were messed up like A and B or C and there was only A and B and so on ( actions still was enabled but messed up messages )
