Multiple e-mail actions not triggering

Hello,

I am not sure if I am missing something or doing it wrong, but I can't manage to get e-mail sent out via multiple actions. Running Zabbix 3.0

Situations is as follows:

We have a HOST1, HOST1 is part of GROUP1 and GROUP2
In case HOST1 runs low on space we would like Alerts to be sent to both GROUP1 and GROUP2 people.

Two actions configured:
ACTION1:
Maintenance status not in maintenance
Trigger severity >= Average
Host group = GROUP1

ACTION2:
Maintenance status not in maintenance
Trigger severity >= Average
Host group = GROUP2

ACTION1 gets triggered and GROUP1 admins receive e-mail, ACTION2 doesn't and GROUP2 people don't get anything.

Both actions have "Send message to users...." configured.

What am I missing?
