So i'll paste the same answer from the other post:
Hey! You need to create a service for each problem in your template. When you use multiple problem tags in a service, the logic used is AND. So, in order for the problem to be used in SLA calculation it would need to have all the specified tags.
As per the manual:
If several tags are specified, AND logic is used: a problem must have all tags specified in the service configuration to be mapped to the service.
