3.4 not recovering after lost connection to agent

If I have a client that goes offline, Zabbix will not re-connect with the agent until I restart the zabbix-server. Is there a setting I overlooked?

I can easily reproduce this by disabling zabbix-agent for a few seconds, waiting for the server to notice it offline, then immediately starting it back up again. I see 'resuming checks' in the server logs, but the client never comes back according to the UI until I restart the zabbix-server.

Both server & client are running RHEL7.4 & latest zabbix-3.4 code.

Anyone else confirm this before I put in a bug?
