Zabbix License Agreement Page Loop

Hi guys i asked this before and never got an answer. I tried to install several different Zabbix versions on Debian Etch and got a problem.
on 1.3.2 and 1.3.1 i got the following problem

I goto http://mywebpage/zabbix and goto the initial install and configure page. I hit next and it goes to the license agreement. When i click "I agree" it goes back to the first page and keeps doing that whenever i hit "I agree".

On 1.1.4 i have a different problem.
I login as admin with the default username and password and it sorta just doesn't login. It takes the username and password and gives no error and i just continue as guest.

If i can get EITHER one working on this system that would be fantastic. And yes i have cleared the cookies many a times.

Ok so i'm a retard and figured out my problem was internet explorer 7
didn't really figure that IE7 would do that.

HOWEVER i do have a new problem of it asking me to adjust php.ini for date.timezone and php max execution time.
No idea where to adjust those
i tried in
/etc/php5/cli/php.ini
/etc/php5/cgi/php.ini
/etc/php5/apache2/php.ini
/etc/php5/apache/php.ini

adjusted all those for at least the timezone but no go.
