Can't create a trigger linked to a template

I have a template:
template_b which is linked to template_a

When I create a trigger assigned to template_b. For example:
{template_b:usr.somecheck.last(0)}<10

This isn't added to the machines which have the template_b assigned to them. However when I create a trigger in template_a this is assigned to the machine (because template_b is linked to template_a)

Is this a bug?

After a bit of playing around it seems that whether the trigger is propagated to the linked templates and hosts is very buggy. Sometimes it works and sometimes it doesn't. When it doesn't work removing and re-establishing the links seems to fix the issue.
