Web minitoring does not respect Time outs!!!

I'm monitoring a web site. Most of the time, the values are fine (between 2 and 3 seconds) but sometimes I have value of 25s even hundredths of seconds whereas I've put a TIME OUT of 15s in the step.

What is this for?
