service controller error

I get the following error when trying to start zabbixw32.exe.

StartServiceCtrlDispatcher() failed: The service process could not connect to the service controller.

Does anybody know what this means?

Are there any clues in the Event Viewer?

Nope, no messages show up in any of the event logs. It is very strange. It never gets past starting and when you start manually from the command line using only zabbixw32 you get the above message.

I am trying to monitor cpu usage is there a way to do so using snmp?
