zabbix enter setup menu if zabbix server is stop

Just to tell Alexei that if you've got a PC connected to the Zabbix software, and logged with a user that is allowed unlimited timeout, stopping the Zabbix_server process whitout stopping the Apache web server cauz the HTML client to enter the setup screen on next refresh.
This is very boring because you then need to delete the ZBX_CONFIG cookie, after the zabbix_server process is restart, to be able to log again inside Zabbix
