newly added and updated triggers show up

if a trigger is created or updated, it shows up in monitoring->triggers page as a flashing FALSE. this makes reconfiguring a working system that somebody else is viewing a possibly dangerous task (from the pr viewpoint =) ).

triggers that are just created or edited should not show up on this page unless they really go on/off.

I think it is already fixed in pre 1.4.3. It works in case if trigger expression is not modified.
