Zabbix proxy is unable to discover devices

i have setup a local ubuntu server which im using to discover devices which works fine .
Similarly i've setup a zabbix proxy in ubuntu 18.04 vm which is unable to discover devices using the discovery rule mentioned in below image
Used this link http://yallalabs.com/linux/how-to-in...ntu-16-04-lts/ for guidance other than zabbix documentary.
The zabbix proxy is running and last seen works fine
Can someone provide me with suggestions to debug this issue

Do you have StartDiscoverers > 0 in the zabbix_proxy.conf?

Default setting StartDiscoverers =1 is set
