Agentless monitoring by telnet

I'm succeded to telnet to some host, and then to run GET command from telnet session to another remote host. It works when I'm doing it manually from Zabbix server, now I wish to add item for this scenario
The host where opened telnet session is agentless, and added to monitored hosts list.
Although, when I'm trying to "Check now" newly created item, I've got "Cannot send request: host is not monitored"

How are you creating your hosts and items?
