ICMP discovered hosts responding to ping to add - NO AGENTS / SNMP allowed

In my test environment there is a mix of a lot of different systems and some can run Zabbix agents or SNMP and these I have discovery rules and action to add new hosts to specific Host Groups and with the correct template(s).

I also have a discovery rule and action to add disproved hosts to a certain HostGroup (Ping devices) and assign a template "Template Modul ICMP Ping". So I want to get all devices that only can respond on Ping to be added with this criteria, BUT this Action is also adding hosts with Zabbix agent and SNMP "agents". I want to have these separated and NOT using "Template Modul ICMP Ping" on this hosts.

I think I tried everything as so far and I suppose it's simple but I can't get it right so please someone out there.

    Have a nice day
    Ivan

My latest Action configuration which is not working (still adding hosts with Zabbix Agent and SNMP "agents")

Inspection services are independent from each other.
As soon as the service is detected, the action is called.
At this action it is useless to use the results of other checks - the action does not know about them!

So how to I separate only PING-able devices to apply to the Action rules and avoid that hosts with other services running will be added to certain groups and with templates that is not for them?
