Zabbix monitoring items to a fixed time delay to collect data

I use zabbix4.0 to monitor network equipment and some servers in the intranet. Recently, it was discovered that the switch interface traffic has broken graphs, and it is very regular, breaking once an hour. I checked the logs of Zabbix, nginx, docker MySQL and PHP, but no exception was reported. Please help to think about what caused this problem. For example, the port traffic of a switch I monitored, I set a 30S update interval, other times are normal, but when the time reaches the beginning of each hour, it will be interrupted for a while, and it will be normal again after two minutes. For example, as shown in the database screenshot, the time to capture snmp data after 8:00:07 should be 8:00:37, but snmp data is not captured again until 8:02:38. At the same time, there is a gap in whether the graph of this monitoring item has data display. At the same time, I also inquired about the server monitored by zabbix agent in passive mode, and it was in the same state. Only thing i wonder is discovery rule. Is this discovery rule runs every hour? If so then maybe it is some problem when device try return discovery items - set it to eg. 24h... if it is something else then I cant help.

After I changed the 9 rules to 5h, the question became delayed every 5 hours. This seems to be the problem. ,I will change to 24h later. If I have a new dell server to join, how can I run these rules at any time?
