Only send email alert when high Alarms are active for 15'

Can someone assist us, we want to have the high severity alerts only send email alerts if they are active for more then 15 minutes?

Is this an option we can provide globaly or do we need to activate this on the Expression?

if we need to do this on the expression, can someone assist us on this one?
