zabbix 3.2.0
on debian host1:
libiksemel-dev libiksemel3 libiksemel-utils - are installed
on debian host2, got the same libiksemel and --with-jabber works fine.
only difference is in unrelated packages.

apparently not having 'pkg-config' on debian prevents Zabbix from finding iksemel.
after installing it on host1 '--with-jabber' worked.
