Actions stop working after upgrade to 1.8 from 1.4

Recently I've upgraded my zabbix server from v1.4 to 1.8. Everything goes well
except one thing: actions completely stops working. I've tried to recreate
them with different options but it won't help. Triggers working normally. Already tried to reinstall database, recreate hosts, triggers and actions.

May be it's a common problem and there is a simple solution?

Problem solved

Thank you for your help. I've already solved my problem. There were insufficient rights for zabbix users on host groups. I've created v1.8.1 ebuild for my gentoo monitoring server and now it's working fine.
