Action not working for windows clients?

I have an action that won't "activate". I have basically identical actions with the only difference being that the failing action is for a group of windows servers. The trigger works and shows on the dashboard & audit. Version is 1.8.10.

The conditions are: not main and "problem" and host grouop = wingrp and severity >= "average". The action should send email to a group, the group is used in other actions and works. Escalation on/off doesn't seem to matter.

Any ideas?

Forgot - all our windows servers are monitored via a proxy. I don't think it matters, but full disclosure

Further testing, a test action works that doesn't specify the host group. What could be poisonous in a host group to break actions?

If you're not getting notifications or actions aren't working, check RIGHTS. You have to have at least r/o to a system/group to get notifications.
