v2.20 - Can't get Template popop dialog after upgrading

We have an Ubuntu 12.04LTS server running just Zabbix-MySQL with PHP front end. It was running 2.0 fine. I did an in-place upgrade to 2.20 using pre-compiled sources and everything seemed to go fine and it is up and running. However I have found an odd problem, which is I cannot add a new template to a host. I can remove an existing template no problem but when I press the "Add" link it just spins for a minute and does nothing else.

There are no errors in the GUI or in the /var/log/apache2/error.log file. However in the Zabbix server log on start up I see a bunch of apparently missing things like this:

Update - I can search for Templates and add them that way

If I type a few characters into the Template search box it will find them and allow me to add them. Is this just a change to the functionality compared to v2.0 which would bring up a secondary dialog box to browse for the Template?
