Close problem is disabled

Hello,
I have a little problem with my Zabbix.
I can not close my problems manually with the flag becouse it is disabled.
My version of zabbix is 3.4.6.

I have found a way but it is not global but for single trigger.

Choosen an host > List triggers of this host > Select trigger about you are interested > On the top near "Discovered by" there is a link and click on it, so you can see the trigger prototipe > Choose the trigger prototipe > Now you can see the details about this trigger, scroll down and you can found the setting about "Allow manual close", flag it. Otherwise if this prototipe trigger is a dependecy on the top there is a link to the main template and flag the same setting in the main template.

Is there a way to do this globally?
