Zabbix escalator processes more than 75% busy

I always got alert
Zabbix escalator processes more than 75% busy. I've tried to search google but no luck to find any information.

I am currently using zabbix 2.4.5. topology is 3 proxy + 1 master (frontend, db are separate). after couple of tunning. now only escalator is always higher

based on the zabbix perf monitor. only escalator have high loading. all others are pretty low
so my question is
1. is it something like poller we can increase? if so, how?
2. what will call escalator high loading?
3. what can I do to tune it

we had 11 active actions. some to pagerduty , some to slack and some to email. we disabled email users temporary to avoid alert flooding instead of disabling email action. in this condition, escalator is always > 75% usage. later on, we disabled email actions(3). then the escalator usage dropped to 10%.
but after reenabled those 3 email actions. the escalator usage is still low around 10%. not know why.

here are more information. before I disabled the 3 email actions. escalator took about 5 secs each time. after disable, it took about only 0.1 secs.
